Plopper and Wind Lad and Citizen Solar because they are a great price for 2 characters for a good price..
Otherwise, it depends.. If you didnt get anything from Super Heroes 1, I would say RadioactiveMan, as his Seek out Crime for 24 hours task is awesome as he flies around your town, but DOESNT get in your way ala Arny or Kodos' fairy.
I am contemplating Petroleus Rex myself as I had stashed donuts for Charcoal Briquette assuming she was premium.. and maybe the Fracker so I can get all of the villains this go round.. I would also look around the forums or friends town to see the heroes in action and get an idea of what you think would be a good addition to your town.
