Good question, I think you can only lvl up if you buy the craftebles there is a limited too
I think you get them for all the Act 1 Prizes

This. I bought the Vegas wives and was wondering how I was going to progress until my chip count awarded me the Burns fountain. When you level up it does award you craft prizes too. Just gamble your coins at Moe's slot machines and tap your wandering marks and you should accumulate your chips pretty quickly!
