Also on neighbor visits I see that each neighbor has a red, green, and blue chip-I assume a different color for each Act. As of right now all of my neighbors' chips have 0 in the total next to red, even the ones I know have updated and are earning chips (looking at you 4kidsandacatdog). So is this something to come later or just broken right now?
BTW, on my neighbor visits I only got red chips and cash, no gold coins or crafting items.

I think the tokens (or gold coins as you call them) are random and rare from neighbour visits.
Update: I'm just about to go into a game that should be completely full of gamblers, so I'll be able to provide some important information within the next 30-60 mins.
