Well, I figured it out.
It seems that since I own the Rich Texan and he and Apu have a dialogue, it WAS stalled because of Apu. I released Apu (stored KEM and brought it back out) for the dialogue, and as soon as it ended, the Burns/Smithers, AND the Willie tasks triggered.
Victory!
Now to go put Apu back in his store for 7days ... I don't dare leave him free. If I accidentally set him on his "handle complaints" t KEM headquarters, I lose my permanent one-hour premium task for the rest of the town.

FWIW, APU has a task at the Casino: Take Ganesha Gambling 110 Chips/1 Token. No real risk for me of losing the 1hr task since I tap the casino and send them all back to the event tasks each round.
