I'm almost certain, like 99%, that a full Springfield of 60 Gamblers (probably 40 in town 20 banked again) takes 6 hours. I had a full town after 6 hours, and didn't get the message my town was full. I'm less than 2 hours away from finishing a test on this, so I'll get back to you all on this then.
