Last year Valentine's in Springfield started on January 31 and lasted till February 28, still lots of time.... The Simpsons Valentine's Day: Always a Massacre You can see it already in USA.

Yeah, that's definitely intentional. That's how people find out what schools and businesses have been closed or have delayed openings for the next day when there's bad weather. Apparently there's disruptive weather where the person who recorded this lives, that's all :)
