Exactly. The layout of Springfield changes from episode to episode, so nothing is official. However, I've seen both the Courthouse and Town Hall positioned as surrounding Town Square.
I've been using the fan made Map of Springfield (which does a better job of keeping track of Springfield's ever-changing layout than the show itself ever has) to place my buildings, and it places Town Hall just north of the Town Square/Jebediah Springfield statue, and the Courthouse just behind/north of Town Hall.
Also, the Springfield Grocery Store is on the eastern side of town, northeast of Sprawl Mart, north of the All Night Gym, and southeast of Springfield Mall.
But yeah, don't hold too closely to the placement of buildings on the show, as those change episode to episode depending on the story (or just an oversight by creators/animators).
