Is the bundle of the Toy Workshop (and Workshop Bell) worth it for 75 Sprinkles? And, does the Bell have a hidden multiplier?

I wish I would have got the workshop last year when it had a 35 donut rebate. 75 donuts is a decent price for a building and a premium skin but I've still got that missed opportunity nagging me that sours the whole thing. I'm going to wait another year but if you like it you should get it.
There's no premium skin. Just the building and the bell. Correct me if I'm wrong. Basically the bell is free. Not a super deal.
It doesn't come with Little Helper Ralph? I just assumed it would. If that's true then it's a cruddy deal that should be avoided. Also yes, the bell is nothing special. It was originally a prize and has no multiplier or payout of any kind.
