There's actually a small difference in rates.
For pickaxes alone, I've had 0.32 payout (for small offer) through to 0.365 (for large offer). That's for one-type deals too, not mixed ones.
Hats were 0.62 to 0.66 (from memory, so may be slightly different).
Could just be rounding, but I think it looks like the bigger ones are better value. An exact % payout is hard to pinpoint at the moment though.
(Note: my calcs are using "item type / clues payout". I.e. each pickaxe is worth 0.XX clues.)
I figured it would be difficult to pinpoint EXACTLY.
