It sounds like you're trying to shoot down the flying saucer in your own town, which isn't possible in the way you're describing. To shoot that UFO down (with Kodos in it) you must buy the Ray Gun for 190 donuts (I think it's 190!) and shoot it down by tapping the Ray Gun and timing the shot right. The way you describe, shooting UFOs down by tapping them, only works for UFOs in friend's Springfield. You can get ammo either as a random drop by tapping aliens, in treat bags, or every 8 hours via the Ray Gun.
