Does the SH multiplier show up in the conform o meter or do you just get it when you tap on a building?

No XP bonus from SH doesn't show on the conform-o-meter, but it is there if you want to check empirically. All the buildings can be level 1 and placed in your town for full bonus EXCEPT the 3 islands from the SH expansion. They minimally need to be level 2. Once you have all of this out it's an easy 153% hidden XP bonus.
