In addition to new types of ground cover, I would really really appreciate the ability to place pavement in blocks of less than 4x4 (1x1 would be awesome, 2x2 would be just fine), or at least be able ...

I.e. 3.00 I set 24 hour jobs, next day at 3 I collect these jobs and set them again at 3:05 meaning after one week I am visiting at at 3:35 instead of 3:00.
The time has "drifted" from 3:00 to 3:25.
That isn't a problem that can be solved. No matter how long you make the job it will always take time to collect and set tasks.

2nd edit: It could be solved with a "collect all" and a "set all" button but not by changing the time the task takes.
I'm not sure why you say it can't be solved. Even a full town, bursting with houses, wouldn't take a half hour to tap through. Let's say you start tapping at midnight and it takes you twenty minutes to go through your town to collect everything. With current gameplay, you could sign in at midnight again, but you'd be jumping around back and forth as stuff finished. In fact, you're better off going to town at 12:20 so that you can make a single single sweep. Going to 23.5 hour tasks fixes that - you could always sign in at the same time and find the town ready for you.
A collect-all button would kill the game. It's been discussed here ad nauseam. If people don't invest time in the game, they'll lose interest; we want them to waste their time playing. What I'm trying to fix is the frustration - you've got to leave the monotony alone. :-o
