1) This is a fantastic idea! Id suggest the color red for working/on task but regardless this idea is brilliant!
I love when buildings have a purpose other than just being there. The radio station, Drive-In, Kwik-E-Mart, etc. These all have a unique purpose and interface that adds some value and game-play. I wish more building did too. Itd be fun if the Aztec Theater allowed you to view show clips. Or maybe the Androids Dungeon allowed you to view actual Bongo Comics. I also love the added mini-games and would like it if the Squidport Basketball game allowed you to play an actual app game version of this. Maybe a Simpsons bingo mini-game at one of the old folks homes (unlocked only when Agnus is on task) or something
Lard Lads Donut and/or Church of Lard Lad generating donuts for income (maybe 1-3 every 5-7 days)
stuff like that.
2) I agree that parking spaces have to be included in this. I also like the idea someone mentioned about the parking spaces showing random vehicles ala Krustyland.
3) And vice versa. Id love to be able to bring Bumblebee Mans food truck or the crashed police car into my SF.
4) All fully playable characters should have the 5 basic task times: 1, 4, 8, 12, and 24. Id also like it if all NPCs had at least 2 tasks. I dont like that Stampy is beholden to just those 2 tasks but its better than Mr. Teeny or Jub-Jubs 1 task. At least while Bart is on another task I can have Stampy doing something useful. Id ideally wish all NPCs (SLH, Funzos, etc.) would have at least a couple tasks but if not then can they at least have some sort of usefulness? NPCs are essentially moving decorations so how about giving them some sort of bonus or modifier like decorations?
6) They are pointless if they pay out the same as if you were to send that character on the chosen task regularly. If a random task is assigned, make it worth it to the player to send them on said task by paying out double or have it be part or a random quest chain that earns something better (i.e. donuts) or something.
This same thought goes for Sideshow Bob. If were not getting him as a playable character then at least make him more memorable or worthwhile. I have a couple ideas: a) increase Bobs payout/reward significantly, b) give the player a chance to earn donuts when catching Bob, c) make it a mini-game collection event that when you catch (x) number on Bobs you earn donuts.

9) Agreed. There are so many useless building in SF. They should all have usefulness in some capacity. Maybe building and decoration can be tapped and have specific tasks of their own? Example: tapping on the Springfield Mall brings up a menu of tasks like Shop for shoes, buy a pretzel, etc. and you can assign any free characters to that task.

11) Agreed! Some ground/dirt cover is looooooong overdue. And if they dont want to give us brick covering to match the foundation of the patio table then eliminate that pattern and just allow the patio table to show grass, concrete, wood, etc. beneath it.
Someone also mentioned 1x1 or 2x2 walkways and Im on board with this as well.
12) Many yesses to this as well, they should definitely be able to connect.
--Id also like some sort of area selection tool. It doesnt seem that this would be too difficult to do. You could select the option and move the tool similarly to how you select and expand an area for roads, water, or concrete cover and any objects that touch that selected area will be sent to your inventory.
Id also like to add a new one of my own. I wish that items in the store/shop that you cannot afford to purchase would be greyed out highlighting the fact you dont have enough currency/donuts to purchase them.
