Same issue here too! Got the fever cabin in my inventory and placed it but no character, very annoying! :-(

I just got him (and the cabin). Also have 26 elves, due to my daily prize being an elf this evening. You are supposed to get him. So if resyncing doesn't fix it I would contact EA. Frustrating but I'm sure they will help you. They've helped me in the past.
