Same issue here too! Got the fever cabin in my inventory and placed it but no character, very annoying! :-(

I have 27 elves after finishing all the tunnels and from daily prizes so looks like there's quite a few players not getting the elves from some of the tunnels. Hopefully EA can get you Zutroy and do something about your missing elves.
