Ultranet - cast of characters?

Looks outta scale

The guy in the red shirt going into the bottom door of thatdonald845's first picture has appeared a few times in character tasks like Cthulhu and Grief Counselor. The questline for the Ultranet is very lengthy for a questline, almost as long as an old character questline. At least the scale of it sort of matches with the other future buildings.

EDIT : Forgot to ask, does anyone know what character and task can activate the Ultranet building after the initial quest is complete.

I *love* the animation for this building. Does anyone know which characters, if any, have permanent Ultranet tasks? Hoping to keep this animation going.
