Are you sure the 1h jobs are reset, or is it just that the people who are coming off the tasks you just cleared are now available to start their 1h jobs?
As far as the multiplier, keep in mind that the 'reward' that is shown on the Unmployment office screen does not include your multiplier, but you do receive the multiplier when you clear the jobs.
