The sooner you tap those neighbour visits the more they will give you, the Max being 4 rods. Its the same way it worked during the stone cutter event except this time instead of spying your reporting crimes hence the phone. :D
OK, that makes sense - didn't see that detail in any descriptions. Also explains why the text still tells us that someone spied on us. :D
