Voiced Characters

the voice actors who do those characters didn't give permission for their voices to be used in the game. The few actors chose not to contribute, as well as the fact that some of the characters such as Hank Scorpio and Fat Tony are voiced by guest actors like Mel Brooks, etc and would have to be paid for their time and voice.

    They still require their permission to use their voices in all promotional and commercial things.

    This is what I was thinking too. I would guess FOX owns the rights to the already recorded voice tracks from whatever episodes the celebrities have appeared in. So, they should be able to use these for TSTO. But there's probably some legal issues FOX doesn't want to potentially deal with and decided against using the voice tracks.
