Usually, as long as you start the quest line, it lets you finish it. It's happened in my husband's town many times, but if there is a new update and quests, it can be a little overwhelming to catch up. The only time he has missed out was when there is a set event time with tier rewards.
I read online that Saint Patrick's Day update ends on 25th March. :)
