What changed with Season Premiere 2014 update (thanks to TSTOTopix and mrfy)
With todays in-game update for the Season Premiere episode tie-in there were one change:

How is this used? Each building available for purchase with game $ has a base price. For example, a Level 37 building like the Bachelor Arms has a base price of $84,500 and it used to cost 1.3 times that, or $109,850. But now the multiplier is just 1 times, so it costs $84,500. Usually when a new level is released, the multipliers adjust so that older buildings become cheaper, and the new levels buildings are at 4 times the base price. So if you wait for newer levels to come out, the buildings will get cheaper.
- Base level building multipliers changed again, to get rid of the extra level which was added with the Level 45 update.
