No one has the task. It will give a payout by itself. Right now, the tire fire gives out 2 ribbons every 3 hours. Click the tire fire to check it out.

That sucks. Not sure how you can find it other than looking all over your town. Maybe try hiding people and buildings whenyou search it will be easier to find. No one has a task there, it just pays out.

Yup. If it's in your town, you can find it fairly easily by hiding everything except for decorations in the builder menu. As a large fiery decoration, it should hopefully stand out.
