What Changed With the Stonecutters Black Market Sale Update?

It looks like a lot of the Stonecutter tasks are Premium, even if they're not at the Lounge or Daycare. I guess those ones were part of the questline? I just sent all of my Stonecutters on 4 hour tasks, and only Skinner's was freemium, even though a few of the others don't take place at the Lounge or Daycare. Like Quimby is "sneaking in a bylaw" at the Town Hall, but it still pays the premium rate. Same with Wiggum at the Police Station, Willy in his shack, and Burns in his money pool. Thank goodness the 1 and 8 hour tasks are all Premium, since those are the ones I use most. I haven't checked the 12 hour ones yet.
