400 snakes gets you a licence to kill 5 snakes a day in friends towns. After that 50 donuts gets you a licence to kill 10 a day

You need to complete the 24H mission with Homer and Lisa first. After that everything will unlock :)

I have done that and I've got 60 snakes from my town, but I can't see any in any of my friends towns :-S

You be able to get snakes from friends' towns until you get the license at 400 snakes. After that you can choose whether or not to spend the 50 donuts on the expert license which will double the amount of snakes per friend.
