Either you read wrong or the person who wrote it didn't know what they were talking about. Whenever I come up short on an upgrade I go to my neighborhood and start hunting Nightmares. It comes in really handy if you're only a handful short. I'll go ahead and change the Campfire to the next Nightmare and have them 'perking' while I hunt down the last few in neighboring towns.
Now one thing I don't know is if it changes over automatically when you hit the upgrade number while you're in the neighborhood. Once I get the number I need I stop and go back to my own town.

I tried that. It was taking too long (as in around 3 hours...). Everyone's complaining about how long it takes to load neighbor towns. Well try it on satellite internet. M. O. L. A. S. S. E. S. Then there's the time it takes to hunt down Nightmares, tapping behind every building in case there's one hiding there...
So I'm just saving my neighbor visits to do catch ups on Nightmares. Then every 2 or 3 days I'll go through just dropping FTs until I start to run out. (Which still takes WAY too long, but not as long as hunting for Nightmares.)
