I don't know whether this only works for skeletons followed by zombies, or whether it's just a coincidence that the same pattern worked for me.
I needed four more skeletons, and started my neighbour visits. I started working through neighbours' towns, dropping formless terrors wherever I could and looking for towns spawning skeletons to tap. I tapped three skeletons in one town, then I mostly avoided non-skeleton terrors but I did tap two zombies in two towns that were spawning zombies (i.e. four zombies in total) just for the heck of it.
I then found another town with skeletons, tapped one to updgrade my campfire, and returned to my Springfield. The campfire upgraded and then switched to requiring zombies, but instead of starting at zero it started at eight. Four would have made some sense, but eight is even weirder...
