Whats happens if...?

I think I have finished the tasks for this level and I haven't gone up so nope not true

This would suck for someone like me who is just saving up for the duff pavillion :D

Isn't this often how things work? It eventually doesn't require all quests to be done, but I think the most recent levels are required.

I have just leveled yesterday to level 43 on my feeder town, and just finished the Ah Fudge, quest line
I'm way short of buying Vulgary building and the Scratchy an Itchy building, and have not gotten the
Start quest for Princes Penelope ( it only let me buy the tavern on the scream restaurant) so I guess you
do need to finish the previous quests in order to advance.
