Where is... Radioactive Man?

Radioactive man is a fictional character on The Simpsons, so it's unlikely he'll appear. The most we could hope for would probably be a Radioactive Man skin for Rainier Wolfcastle, who IS coming.

This is all assuming Rainer isn't a premium character, have any premium characters gotten alternate skins?
