Many of the final level items use the 4th currency, which isn't easy to come by until Act 3. I'd suspect that the neighbors that have everything crafted used donuts. With most items using that last currency, the casino HAS to be purchased with donuts as you can only have like 35 tickets of the 60 required.

I'm level 2.7, 3 upgrades left. I've crafted (the max at that time) of the level 1 items, the sign and plane. I then made it the goal to do the final upgrade level prior to more crafting. That way I can get the smaller fountain stuff on level 2 (after) and then when the final currency kicks in to hit up the rest.
