Like many, I have enough training walls to counteract any negative effects on my town rating. So I would encourage my neighbours to vandalize!
I tend not to vandalize other neighbours, simply because I hate having to wait for the animation before moving on to the next town. Unless of course there are a few builidings close together and I can multi-tap them for the glitch bonus actions.
