Why did they call Kodos a "he"

Kodos has been referred to as both male and female on the Simpsons. Furthermore, it is established Kodos has testicles. More recently, Kodos was referenced as male.

Matt Groening has pointed out that he intends for Kodos to be female; but, due to the frequent, canonical inconsistency on the show. referring to Kodos as "he" is not incorrect.
