Why don't you design your town?

Ok, seriously, I wonder myself, but there were some interesting replies in this thread that provided some food for thought. My gf plays TSTO and her city is just a pile of buildings haphazardly placed wherever there was space upon their release. I think the only road segment she has was the one required by that early quest task during the tutorial.
I dislike seeing her town every time I visit. I wish she'd make a city to enjoy. She's creative and could do well, so I don't really understand... I've asked her why she doesn't spend effort to design a proper town, and at first the answer varied about how she didn't have the necessary money/real estate, now it's that she doesn't have time/inclination to nuke and start over (which is what she'd basically have to do) and/or she doesn't want the pressure of comparing her town to mine or some of our other playing friends who have nice towns.
I think mostly she's in the boat of BeLikeTheBoy's post, where she mostly plays to read the quests. To be clear she's not 8yo, though. lol
