Why don't you design your town?

I love well designed towns, but I'm not worried about it. The only thing that bothers me is the lack of roads, and finding that one patch of roads to find the characters and, in this case, villains to tap. If the landing zone has the roads, it's nice and easy. Otherwise I'm searching and searching.

But I still don't understand how just putting everything anywhere is fun. I know this isn't The Sims, as was pointed out, but I still don't understand it. Again, I'm not putting anyone down. I'm just awfully curious how that style is fulfilling for those who do it. It's only curiosity and no insult whatsoever is meant, honestly. :)
