I completely understand. Nuking can be overwhelming and liberating at the same time. I nuked semi recently and have been taking my time on the rebuild. For the most part, I am displeased with many areas that I've rebuilt, but I have tried to remind myself that it's not a race to rebuild and I expect much to change before it'll be to where I like it.
In my case, I placed the buildings I like and then separated them into groups (regular houses, poor houses, mansions, etc.) and grouped them throughout the town and roughly where I plan for them to stay.
I always run pavement first to mark where my roads will go and then I begin moving things around so I can place actual roads. This, to me, is like rough sketching (if pavement will run under the building or item).
When I rebuilt my wife's town several months ago, I built a massive 3D hedge wall throughout a large portion of her town. While this may look cool, it eats a ton of space (maybe 20 to 30 plots of land) and items. I am avoiding too much 3D in my town, as I am trying to avoid the item limit.
Just remember, take your time and you have many people here who can possibly help make this easier. - hello there i start tapping early this year, am about 54~55 level, and Gold Navy is my newest building. I also nuked my town since the release of SH, that unmovable tunnel is really a game changer 0: due to the launch of monorail, the rebuild is postponed for a bit.
But this is my odd way to plan for the town: i use an excel sheet as the base map of the town, that one excel box is relevant to 4x4 land space (exact one piece of road), so i can map out the zoning of the town how much space i may need for certain areas (e.g. Evergreen Terrace, Town Square). In general, figure out zoning > place road(or path,river) > buildings > decorations.
There is a lot of work to do and many ways to do it, i have a lot of fun rebuilding my town, hope that may help :-) :-)
