Why so much down time

Why are thay leaving us with so much time between quests ?
When thay stoped the level updates and moved to the more regular tie ins and longer theamed avents I could at least see the point as it seems a better way to introduce more new content but how do thay expect to keep players when there's such long periods with nothing to do ?

    To be fair it was only 20 ft of snow.
