Yeah that's right. It's not part of the main walk through because Planet Hype is premium so it's a premium side quest.

In the walk-through, it's listed as a different quest line.
1. Make Wolfcastle promote Planet Hype (16 hours) ( Wolfcastle triggers) ( Now with extra hype Pt. 1)
I know ChrisP already answered the question but just wanted to make sure others reading this saw it.
I'm assuming if you haven't built Planet Hype then he goes straight to the exercise.
