WTH?? Can't make Homer launch space shuttle
I'm having the same problem. The launch pad didn't upgrade either. I'm sure that's why I can't do the task. I've tried storing it, going to KL, etc. nothing works.

What is going on? While Homer was doing another task, I was able to select the task, which, of course, wouldn't work because he was doing another task. But as soon as he's finished, it won't allow me to select it. What is going on? All other tasks are complete. And yes, at my level, I do know what I'm doing.
I'm having the exact same problem. I have contacted EA and exchanged a couple of emails but no solution just yet.
