Do you mean the ray gun's temporary because it gets destroyed? A whole ray gun is available at no further cost. The gun with the crashed ship on it keeps Kang present in your town. If you use the new ray gun and place the old in inventory, I was informed that Kang will disappear, so keep them both out if you still want Kang to show up.
There's a quest with the ray gun or just shoot Kang 3 times with the gun as he flies around. That is what destroys the 1st ray gun.
