No idea, perhaps people were complaining about too many tasks? It started with Halloween, it seemed to allow 2 tasks, but perhaps they modified it again back to one (with Homer and Lisa being obvious exceptions for Holiday/special/episode quests). So since you had met the criteria for the social club (completed a particular quest and past level 27) it had Quimby trigger it I believe.
Before Halloween as long as the criteria were met characters could trigger any and all quests. So they are obviously restricting it because people were complaining about too many tasks and having to build too many buildings at once.
I agree that you should be able to complete the quest you are stuck on, but it's how they changed it. Don't feel too bad about it, back when this level was introduced, you could not start the next level until the entire chain of quests was complete. So people complained about that, and they made it the format to trigger all available quests. So it seems people have complained about that, so now it's 1 task per character it sounds, excluding Krustyland, Squidport and special event quests.
