Characters Quests Locked

Sorry if this has already been posted but couldnt find anything on it.

I have noticed that some of the characters (Bart, Smart Mo etc) have tasks locked in the things to do

Like Bart has a 16 hour task which requires a building??

Smart Mo (when he is dressed in the suit) has a 60min locked task for in a limo??

I have burns limo and he wont do anything with it or am i missing something?

Is anyone else noticed this aswell or is it just me lol :)

There was a limited time limo with the smart moe episode tie in. You needed that premium to unlock the task. It stays there for other players with the item.
Bart's 16 hr task required the world fair building (the one that looks like a gold globe) that is available for cash and the task will unlock when built.
