Do I need Spinster Apts before I can get bachelor arms?
I think once you build patty and selmas apps then it may trigger bachelor arms only if you have levelled your xp bar up

Probably just the arcade. I'd be surprised if the DMV is required... it will be required to finish the questline, but not likely for the Arcade.
Thanks! I'll see if that works out. (I find it hysterical that Springfield even HAS a DMV. The only ones with cars seem to be the millionaires, the cops, and the students in Drivers' Education. Plus there's no place to drive a car even if you HAD one. ;). )
