Exclusive Resort?

when we first got SH there was no exclusive resort. You had to get 1 billion in real estate value to unlock the final prize which was Billionaire Haven, which unlocked Paris. Months later they added SH2 with the Ad agency. The ad agency provides the currency to build the exclusive resort. So now you can get the ad agency and the exclusive resort before hitting 1 billion I believe, so you can have the ad agency and not Paris since part 2. Hope that makes sense. I finished all that a long time ago.
