Have you already sent Fat Tony to eat with burns? And he's gotten rid of the problem?
Have you finished building Fat Tony's yet, i.e. placed the building? (I'm not sure about this, whether it must be placed first. I've been playing since August last year and I got Fat Tony before there was a compound. He was added in an earlier update.)
Edit: I see you need to do all 3 to place the building.
