the server that links us to our neighbors has been very glitchy for months now. sometimes it works, sometimes it does not. sometimes it requires more than one attempt to get connected. it doesn't seem to be a high priority for the game anymore, as they haven't given us reasons for visiting neighbors in years.
anytime you have a problem with this game, it's worth an attempt to log in from another device. i have done this to successfully cure various random issues that seemed to plague an android device. but after logging into my apple device, the problem would vanish from both.
