Springfield Downs locking up the game

I have never heard of this before. This round area? Was it like your stuff in your town moved around, or some type of animated message?

    Anyone ever have the Downs lock up the game. When starting up there is a highlighted circle with an arrow over Springfield Downs. You can tap the arrow but then the time status bar shows up and you can't get rid of it or do anythnig else. Help! I've emailed EA support but haven't got a response. Also uninstalled and reinstalled.
