Maybe you haven't unlocked enough land? You cannot see the entire map until you unlock a lot of land. As you get more land you can scroll further. When you are 1-2 land parcels away from the bushes they become visible.
I just double checked a bunch of Springfields and saw the one along the river in pretty near the same spot at least 20 times. It is always in a cluster next to three pieces of trash and is easy to miss. On the westernmost column of lands, it is about 7-8 parcels down from the mountains.
Has anyone else not received bushes or found them in different spots?
