1. 100 is the limit.
2. I just had a quest appear where homer and marge had a conversation while both were currently in tasks, their tasks still continued and the quest still appeared in the task book to build a new building.
The only problem you will have is when one of those characters are required to complete a task, you have to wait for them to finish so you can start the new task. I am finding this happening a bit lately with a cross over of normal and halloween tasks.
