I assume you typed incorrectly because 5ms is not a humanly detectable amount of time/latency/lag.

New member, longtime EA player here.
latency is most likely intentional lag which violates terms of service; rule #6.
if more cheaters were banned after being reported with a bit more vigilance, this would most likely be toned down. I say toned down, because cheaters will always do the dishonorable thing and find a way to cheat. But actively banning people who purposely cause latency issues will definitely be a step in the right direction.
