Perks are vague

The perks are very vague with saying nothing .

pay to miss - slip and dodge strikes faster but where is pay part? No extra stamina drain ? 

where is the perk attack the base? Where are leg kick perks for leg and calf kicks , besides steel check. They were on 3 idk about 4 but yea. An attack the base perk that lessens the opponent leg health by 5 or something like 3
