I sorted out by disconnecting a steering wheel by USB port only at the time when it’s asking to hold a handbrake (gear 4). Sometimes it needs to be done couple times.
Connect it back and enjoy the ride…
I hope it helps

Thank you for this.
Let us know if this helps get the shifter working for you!
Cheers!
- @jonscoltock1234 Same thing here, I was going to buy the game. Guess I’ll just stick to Dirt2.0
It's been a recurring issue. I've been experiencing the same problem since the beginning (I preordered the game) and the pattern is always the same: It works for some days then starts playing up again.
I don't know whether this will help at all, but it tends to happen more often when you try to go from a manual sequential car to an h-pattern one.
Also, if the game is in quick resume the whole wheel force feedback will go out the window.
i'm playing on Xbox Series S and a G923 wheel with the logitech shifter.
Please, fix this because it's really annoying.
Thank you in advance,

Hey, all, there was an update pushed out. Make sure that is updated on your end and let us know if anything has changed for you!
Cheers!
I stopped playing this game long ago because of this issue and so today I thought, let me see if things have changed, and launched the game. To my surprise, there was a 2.5GB update on this game. I was hopeful this was the fix!? Nope.
Before, at the least the shifter would work sometimes, now, it doesn't work at all. I'm done with this game, its been this way since day one, can only play it in auto transmission - who the heck wants to do that!!?
